Step by Step Guide to create a Shopping Campaign in AdWords
To get started creating your shopping campaign, sign in to your AdWords account at adwords.google.com.
Go ahead and click the Campaigns tab, then click the red +campaign button and select shopping.
On the select campaign settings page, give your campaign a name,
Select the Merchant Center
Having a Google Merchant Center account gives you the chance to provide Google with information related to your product types provide a merchant identifier by clicking the account dropdown menu, and choosing the merchant ID.
The ID should be the Google Merchant Center account associated with the products being advertised in the shopping campaign. You can't change the merchant after you've created the campaign
Country of sale
From the dropdown menu, select the country of sale to be the country where the products in this campaign are sold.
Ads will only be shown to people from the country you select. To advertise, you'll need to make sure that product data in the selected Merchant Centre account is available for the country you select.
Choose the Location
Next to locations, choose the geographical areas where you'll want the product listing ads in this campaign to appear.
By default, shopping campaigns show ads on the Google search network and on Google Search partner websites. You can select the include search partners checkbox if you don't want to include them in your campaign.
Next, go ahead and click Save and Continue.
You'll not be prompted to create an ad group. And within that ad group, you'll have one product group. There are different ways to set up your shopping campaigns, but we're going to take you through the easiest, simplest option--

Create your first Ad Group
Go ahead and give your ad group a name first.
Enter promotional text for your ad if you'd like to and this promotional text can appear with any of the products associated with this particular ad group,
so make sure the text is relevant to all of the products you'll be advertising in this specific ad group.
Next, go ahead and click Save and Continue.
You'll be taken to your ad group's products groups tab where you'll see one all product group. Within each Product Group under your All products group, you can further segment out product groups for ads:
